The Malta Permanent Residence Programme
The Malta Permanent Residence Programme (MPRP) was revised in July 2025, introducing a series of changes that make it more flexible, family-friendly, and financially accessible than before.
What is New?
Early Access Through Temporary Residence Permits
Applicants and their families can now obtain a one-year renewable temporary residence permit after their application is submitted and basic checks are complete.
This means families can legally relocate to Malta much earlier, giving them the chance to settle, enrol children in schools, and enjoy life on the island while awaiting final approval.
Simplified Financial Contribution
The contribution has been streamlined to €37,000, regardless of whether the qualifying property is purchased or rented. This makes financial planning simpler and more predictable.
Higher Admin Fees, Easier Payment Options
The main applicant’s administrative fee is now €60,000, but it is split into two stages:
€15,000 due at application submission
€45,000 due once the Letter of Approval in Principle is issued
This staggered approach allows for more manageable cash-flow planning.
Greater Family Benefits
Administrative fees no longer apply for spouses, minor children, and adult dependents with disabilities
Reduced fees of €7,500 for other dependents, including unmarried children aged 18–29, as well as parents and grandparents
More Flexibility with Qualifying Properties
Property Purchase Option: Owners can now lease out their qualifying property when they are not residing in it
Property Rental Option: Rental properties can be sublet after the initial five-year commitment period, provided certain conditions are met
Properties could previously not be rented out under any circumstances so this is a very welcome change
With earlier relocation options, simplified financial requirements, reduced family costs, and greater property flexibility, the revised MPRP is more appealing than ever, offering applicants a smoother and more adaptable path to permanent residence in Malta.
